Ottoman Sultan, Maker of the Empire’s Territorial and Cultural Height
Suleiman I (1494–1566) reigned 46 years and was the maker of the Ottoman Empire’s height of power and territory, its map reaching its largest extent under him, its arms driving deep into Central Europe to besiege Vienna, its fleet for a time dominant in the Mediterranean. In the Ottoman world he was honored as "the Lawgiver," presiding over the codification and coordination of secular law with Islamic law, and lavishly patronizing architecture and art — the Süleymaniye Mosque of Istanbul being a representative achievement of the period. Spanning Europe and Asia, the Ottoman Empire’s military activity in Central Europe, the Balkans, and the Mediterranean is an inseparable part of understanding the political shape of early modern Europe.
In 1529 Suleiman drove deep into Central Europe to besiege Vienna, the Habsburg capital, but an early onset of winter and overstretched supply lines forced him to withdraw without taking the city — an unfinished siege long invoked thereafter as the symbolic limit of Ottoman expansion in Europe.
Suleiman’s honorific in the Ottoman world was "the Lawgiver" (Kanuni); he systematically compiled and promulgated a great body of secular law (the "Kanun") covering criminal law, land, and taxation, and set it to run alongside Islamic law, a legal system that long remained a cornerstone of Ottoman governance.
