He Jin meant to root out the eunuch faction that had long dominated the court, but his sister Empress Dowager He wavered under the eunuchs’ pleading. Cao Cao remonstrated to his face: "The scourge of eunuchs is as old as time; you need only send a prison officer to execute the ringleaders — why summon outside troops? Once they enter, the plan is sure to leak." He Jin would not listen, and secretly ordered Dong Zhuo and other provincial warlords to bring their armies to pressure the dowager. Before the move was set, word had already leaked.
