Moving a Pole to Establish Trust
At the start of the reforms, the people did not believe the new laws. Shang Yang set up a pole at the south gate of the capital and announced that whoever moved it to the north gate would be rewarded ten gold; no one believed it, so he raised the reward to fifty. At last someone, half-testing, moved it, and Shang Yang paid the great reward on the spot. This "moving a pole to establish trust" spread through the land — it told everyone: this new law means what it says. The first step in a law’s authority is making people believe it is real.
